Migration of BTagTrackAugmenterAlg to AthenaMT

This ticket is for migrating the BTagTrackAugmenterAlg to AthenaMT. The algorithm should be used both in online and offline environments, thus it should be flexible and allow container keys, tools and properties to be configurable via python.
