Add TAR Jets

pgadow and fnapolit were interested in adding TAR jets. This is to track the progress there and discuss the implementation strategy.

(These aren't technically for mono-H but if mono-S(WW) isn't using an issue tracker I guess we can track things here. If they do have a JIRA page we should move this there.)
