permissions of bin directory

      Description

      On all systems where I installed CLHEP 2.1.2.0 the files in the bin directory do not have executable permission. Please fix.

      (bug found on darwin, fedora, centos, rhel)

          Thank you for pointing out this oversight. The binary distributions are fixed. However, if you build from source you will need to fix the permissions by hand until 2.1.2.1 is available.

          Note that in this particular case there is an easier way of having CMake set permissions correctly than having them specified by hand: simply use the "PROGRAMS" keyword instead of "FILES" in INSTALL directives for all *-config files.

          CLHEP 2.1.2.2, released Feb. 14, uses FILES and PERMISSIONS. The next release will use the undocumented PROGRAMS option.
          (The "by hand" comment was only meant for CLHEP 2.1.2.0.)
