A neon session never retries after DNS lookup failure

      Description

      I hit this with domedisk (see https://its.cern.ch/jira/browse/LCGDM-2428 for details). If domedisk starts up before the network is operational, its efforts to contact the head node fail even once the network is established.

      More generally, it seems that the first request in a neon session should check for the NE_LOOKUP error, in which case a retry with ne_begin_request isn't sufficient and the session needs to be recreated.
