SUBMITTED state should be sent on submission, not later

For bringonline jobs, they are even send twice:

Once on the transition STARTED => SUBMITTED
Another when SUBMITTED => ACTIVE, since we do not send the submitted state at submission, but rather when it goes from submitted to active.

This works for regular transfers, but cause a duplicated SUBMITTED for staging jobs.
