Check if the time for ALARM tickets to USA and Canada can be changed
At the July 2014 release we had an issue recorded in https://its.cern.ch/jira/browse/GGUS-1276 and needed to repeat the ALARM tests for some sites, including the american ones.
Lisa (FNAL) asked to do the tests ONE hour earlier because people may be out for lunch.

Indeed, Guenter created https://its.cern.ch/jira/browse/GGUS-1291 for the record and raised the FNAL test ALARM https://ggus.eu/?mode=ticket_info&ticket_id=107148
at 17:00hrs UTC instead 18:00 UTC.
The rule we had in place for years, namely:
> US sites and Canada late afternoon (~18:00 UTC).
Lisa reported today at the 3pm WLCG Ops call that this time was not good again. I said, we agreed 11am CST (Central Standard Time).
She said she doesn't know what they have in Chicago, CST or CDT (Central Daylight Time).
I think Pablo should agree with FNAL, Triumf, BNL before the next release on a new ALARM test time and keep the OSG GOC informed.
The time should be reasonable for Guenter as well, of course.
